After somebody tried to abuse the kind guys over at OUYA, the company decided to drastically change their policies when supporting indie developers to create their games.
One of their most important new rules are that they will not hand out money until the developer has a functioning beta. If the developer have a beta, they will receive 50% of the funding.
After the game is launched on OUYA they will receive 25% more, and after the exclusivity period they will gain the last 25%.
